This item is not broken or damaged, the back flap of the helmet attaches only to the top of the helmet there are no size clips. The flap rests inside of the base of the helmet but is not intended to actually lock in, nobody wants their head locked into a helmet. The flap is for larger heads as it can open larger or if your head is smaller/child sized then the flap will close and look like the helmet is fully shut.
